I'm not sure the Phoenix crashes naturally, I think it is on purpose.
1. The crash keeps the people in line and dependent on their masters
2. The masters collect the assets from each crash and burn (same for stock market busts) and then get the survivors in debt for rebuilding.
Nifty Scheme huh?
